From Oct 2, 2026, most Student visa holders in Australia can no longer apply onshore for a further Student visa — and family members can no longer be added to a Student visa after it is granted. The changes apply to applications made on or after that date.
What has changed
Three instruments work together to restrict where a Student visa application can be made and who can be included in it.Migration Amendment (Student Visa Reform) Regulations 2026 sets the core rules. Student visa holders must apply offshore for a further Student visa unless exempt. Family members must apply at the same time and place as the primary applicant, and combined with that application. The addition of secondary applicants is restricted. Applicants required to apply offshore must also be outside Australia at the time of grant, not only at the time of application.LIN 26/102 specifies which visa holders must apply from outside Australia. It names 16 subclasses in total, appearing as 17 listings because subclass 482 is listed twice.LIN 26/087 amends the Class TU classes of persons instrument. It specifies four classes of primary applicant who may still apply onshore, and four classes of family member who may apply as secondary applicants.
Who must now apply offshore
Holders of the following visas must leave Australia to lodge a Student visa application, and must be outside Australia when it is granted.Subclass Working Holiday and Work and Holiday holders, Temporary Graduates and skilled workers on 482 and 457 visas now all sit outside the onshore pathway.
Who can still apply in Australia
Primary applicants who already hold a Student visa may still apply onshore in these cases:

Defence students

Foreign Affairs students

School students

Doctoral students

Provider default

Completion of studies

Course progression

All other requirements for a valid application still have to be met. Falling into one of these categories removes the offshore requirement; it does not waive anything else.
Family members as secondary applicants
A secondary applicant can be included only where both sides of the test are met.The primary applicant must be a Defence or Foreign Affairs student, a holder of a specified Pacific or ASEAN passport, a student fully funded by a foreign government, a doctoral student, a student affected by provider default, or a student completing their studies. The secondary applicant must be an existing applicant or visa holder who was in Australia at commencement, or a child born in Australia to a Student visa holder. Two rules sit underneath this and are the ones most likely to catch people out.No subsequent entrants. Family members can no longer be added after the Student visa is granted. A partner or child left out of the original application cannot be brought in later through this pathway. One applicant offshore means all applicants offshore. If one member of the family must apply offshore, every family member must apply offshore.
What this means in practice
The trigger is the application date. The amendments apply to visa applications made on or after 2 October 2026, so the question for anyone affected is when their application was lodged, not when their current visa was granted or expires.Four practical consequences follow:

Onshore visa hopping is largely closed. The common routes into a Student visa from a Visitor, Working Holiday or Temporary Graduate visa now require departure from Australia.

Being outside Australia at grant matters as much as at lodgement. An applicant who leaves to apply and returns before the decision will not meet the requirement.

Family composition has to be settled before lodgement. With subsequent entrants closed, a partner or child not included at the time of application has no later route in.

A single family member can move the whole application offshore. It is worth checking each person's status against the list before planning where to lodge.

Anyone currently in Australia on one of the affected visas and considering further study should review their position against these rules now rather than closer to their visa expiry.
Sources
Migration Amendment (Student Visa Reform) Regulations 2026 LIN 26/102 (F2026L01348) LIN 26/087 (F2026L01349)Based on a migration legislation update prepared by the Migration Institute of Australia, generated 2 October 2026.This post is general information only and is not legal or migration advice. Student Visa Changes: Onshore Applications and Family Inclusion Restricted

Australia's immigration system went through a major overhaul in 2026, with the most significant announcement landing just days ago. On 17 September 2026, Home Affairs Minister Tony Burke unveiled a sweeping migration reform package that changes the rules for temporary visa holders — with big implications for visitors, international students, and their families. Whether you're planning a holiday, a family visit, or a study pathway to Australia, here's what you need to know in plain English.
The Big Picture
The Government's stated goal is to reduce net overseas migration to 245,000 this financial year and 225,000 by 2027–28, down from roughly 300,000. Net overseas migration already fell to 292,100 in the year to March 2026, according to the Australian Bureau of Statistics. At the heart of the September 2026 reforms is a push to close the "visa hopping" route — the practice of arriving on one temporary visa, then switching to another (often a student or partner visa) to stay on indefinitely. Visitor Visa (Subclass 600): The No Further Stay Condition

The biggest change for visitors is the No Further Stay condition (condition 8503). From a start date still to be announced, every visitor visa granted in Australia will carry condition 8503. In simple terms, this means a visitor visa holder cannot apply for almost any other visa while they remain in Australia. Here's what this really changes:

Arrive-then-apply routes close. Previously, a common pathway was to enter as a visitor and then lodge an onshore Partner visa (820) or parent visa. That option disappears for any visitor visa granted after the new start date.

No onshore student switch. You can no longer enter as a visitor and apply for a Student visa (500) from inside Australia.

No bridging visa safety net. Because you can't apply onshore, you can't stay on past your visitor visa's expiry while a new application is processed.

There's one important exception: condition 8503 does not block a protection visa application. Who's not affected: Anyone who currently holds a visitor visa, or is already in Australia on one, keeps exactly the conditions printed on their grant letter. The change applies only to future grants. Student Visa (Subclass 500): Fewer Dependants, More ScrutinyStudent visas saw several significant changes through 2026. 1. Dependants restrictedThe most headline-grabbing change from the September 2026 package: most international students will no longer be able to bring their partner or dependent children as secondary applicants on a Student visa. The Temporary Graduate visa (485) faces similar restrictions. Exceptions will remain for some groups, including postgraduate research students. 2. Visa hopping closedFrom 2 February 2026, holders of Visitor (600, 601, 602, 651) and Temporary Graduate (485) visas can no longer apply for a Student visa onshore. You must leave Australia and apply from offshore. The Government has also banned education providers from paying commissions for onshore student transfers between courses (from 31 March 2026). 3. Higher feesThe Student visa application charge rose to AUD $2,500 from 1 July 2026 (up from $2,000), and it is non-refundable even if your application is refused. The Temporary Graduate (485) visa rose to $5,750. 4. Stricter requirements

Genuine Student (GS) requirement remains a key assessment, replacing the older GTE test.

English thresholds sit at IELTS 6.0 for the student visa (up from 5.5) and 6.5 for the graduate visa (up from 6.0).

Financial proof remains at AUD $29,710 per year in living costs for a single applicant (plus $10,394 for a partner and $4,449 per child).

Work rights stay capped at 48 hours per fortnight during term, with no limit for Master's by research and PhD students. 5. New processing priority systemMinisterial Direction 115 (effective 14 November 2025) introduced a three-tier priority system for offshore student visa applications, with PhD, pilot training, ELICOS, and school students processed fastest, and higher-education/VET students processed based on their provider's enrolment allocation.
What This Means for You
If you're planning to visit Australia, the key takeaway is simple:

decide your pathway before you arrive. If your end goal is to study, work, or join family permanently, you'll generally need to lodge the correct application from offshore rather than arriving as a tourist first. If you're a prospective student, the message is equally clear:

Budget for a higher, non-refundable visa fee and the full financial capacity requirement.

Be prepared to make a strong Genuine Student case.

If you want to bring family, check the dependant rules carefully — they've tightened significantly.

Plan to apply from offshore unless you already hold an eligible visa.

Need Help Navigating These Changes?
The 2026 reforms are substantial and still rolling out — some start dates haven't even been published yet. The rules interact in complex ways, and getting them wrong can mean a three-year re-entry ban for overstaying, or a wasted non-refundable fee. At EDMIG Consulting, we help education and migration clients in Melbourne and around the world make sense of exactly these kinds of changes. Australia's Latest Visa Changes: What's New for Visitor and Student Visas

The Australian Government has introduced new rules affecting the BSB80120 Graduate Diploma of Management (Learning), commonly known as GDML, for international students studying with registered VET providers. If you are currently studying this course, planning to start it, or have received a Confirmation of Enrolment (CoE), here is what you need to know.
What is changing?
Under the new rules, registered VET providers will no longer be able to continue offering the GDML to new international students. The changes will happen in stages.30 days after the new rules commence, providers that still have international students currently studying the GDML will have their registration for this course automatically suspended. This does not mean that students who have already started the course must immediately stop studying.
Already studying the GDML? You can continue
If you have already started studying the GDML when your provider's registration for the course is suspended, you can continue your studies. You can remain enrolled until you:

complete your course, or

choose to withdraw from the course. In other words, the new rules include arrangements to allow existing students to finish their studies.

What about students who haven't started yet?
The situation is different if you have enrolled in the GDML but have not yet started the course.Once the provider's registration for the GDML is suspended, the provider cannot allow an accepted international student who has not commenced the course to start studying it.Providers also cannot recruit or enrol new international students in the GDML during the suspension.
What happens to the course in the future?
Once all existing international students have either completed or withdrawn from the GDML, the provider's registration for the course will be automatically cancelled. If a provider has no international students studying the course at the end of the 30-day period, its registration for the course will be automatically cancelled at that point. After cancellation, the provider must stop offering the GDML at all locations.Any CoEs that have been issued for students who are due to start the course in the future must also be cancelled.
Why has the Government made this change?
The Government says the changes are intended to protect the integrity and reputation of Australia's international education sector and student visa program.According to the Government's explanatory statement, concerns about the GDML include:

rapid growth in international student enrolments;

a high number of students not commencing the course;

comparatively low completion rates;

significant numbers of students transferring courses while already in Australia; high visa refusal rates; and

extensive use of the GDML in packaged course arrangements. Based on these factors, the Government considers that stronger controls are needed around the delivery of this course.

What if my provider can no longer deliver my course?
There are protections available to international students. If your provider defaults and cannot meet its obligations, it may need to help you find a suitable alternative course or refund your unused tuition fees. The Tuition Protection Service (TPS) may also assist eligible students if their provider is unable to meet these obligations.
What should students do now?
If you are currently studying the GDML, do not panic or make changes to your enrolment based only on general information about the new rules.Your situation may depend on whether you have already commenced the course, your provider's status and your individual enrolment.Contact your education provider directly and ask how the changes affect your enrolment and whether you need to take any action.
Key takeaway
Already started the GDML? You can continue studying until you complete or withdraw.Enrolled but haven't started? You may not be able to commence once your provider's registration for the course is suspended.Planning to enrol? VET providers affected by these rules will not be able to recruit or enrol new international students in the GDML once the suspension applies.Stay in contact with your education provider and make sure you understand how the changes apply to your individual circumstances.Disclaimer: This article provides general information only and should not be considered legal or migration advice. Australia has recently introduced new arrival-pause powers, a significant development affecting temporary visa holders. These changes aim to strengthen the country's border security and ensure a more streamlined process for managing the entry of individuals into Australia. If you are a temporary visa holder or planning to apply for one, it's crucial to understand how these new powers might impact your travel plans.

Understanding the Arrival-Pause Powers
The arrival-pause powers allow Australian authorities to temporarily halt the entry of individuals holding certain temporary visas. This measure is primarily designed to address urgent public health concerns, national security issues, or other critical situations that may arise unexpectedly. It's important for visa holders to remain informed about these powers to avoid any disruptions to their travel plans.Under these powers, the government can delay the entry of individuals for a specified period. This pause is not a cancellation of the visa but rather a temporary measure to ensure safety and security. Understanding the reasons behind such pauses can help you better prepare for potential changes in your travel itinerary.
Who is Affected?
The new arrival-pause powers apply to a range of temporary visa categories, including tourist visas, student visas, and work visas. If you hold any of these visas, it's crucial to stay updated on the latest announcements from the Australian government regarding entry restrictions or pauses. While the powers are not intended to target specific individuals, they are implemented based on broader assessments of risk. Therefore, all temporary visa holders should be vigilant and proactive in checking for any updates before traveling to Australia.

Preparing for Travel
If you are planning to travel to Australia, there are several steps you can take to minimize potential disruptions:

Regularly check the official Australian immigration website for updates on arrival-pause announcements.

Stay in contact with your airline or travel agent for any changes to flight schedules.

Consider purchasing travel insurance that covers unexpected delays or cancellations.

By staying informed and prepared, you can reduce the likelihood of facing unexpected challenges during your journey to Australia.
Impact on Long-term Plans
While the arrival-pause powers are primarily a short-term measure, they can have implications for those with long-term plans in Australia. This includes students enrolled in academic programs or professionals engaged in long-term work projects. It's essential to communicate with your educational institution or employer to discuss contingency plans in case of entry delays.

In some cases, institutions may offer remote learning or work options to accommodate any disruptions caused by these powers.
Staying Informed and Connected
One of the most effective ways to manage the impact of the arrival-pause powers is by staying connected with relevant authorities and communities. Joining forums, social media groups, or mailing lists related to your visa category can provide real-time updates and support from others in similar situations.Additionally, maintaining contact with the Australian embassy or consulate in your home country can be a valuable resource for information and assistance.By understanding and adapting to these new measures, temporary visa holders can better navigate the complexities of traveling to Australia under the new arrival-pause powers.
